"There's a really compelling case for why the creation of a publicly accessible park in the middle of Galveston Bay, especially when it has the added enhancement aspects of supplemental, complimentary protection to the coastal spine project," Robinson said.

But Jim Blackburn, the co-director of the SSPEED Center, said Rice's bay park plan could compliment, or even replace, parts of the Ike Dike plan envisioned for inside Galveston Bay. In the new study, Rice will use computer models to simulate how the islands would stand up to hurricanes and reduce surges. The study will also provide an clearer potential price tag for the project, which has already been estimated to be about $6 billion. The study will also include a public input component, officials said.

Under the park plan, dredge spoils from the bottom of the Ship Channel would be used to build barrier islands inside the bay on either side of the waterway. During a storm surge event, the islands would act as breakwater to prevent or reduce the surge entering the channels and bayous along the bay. Robinson said if the islands were built, the interior gates might not be needed.
