A mother and daughter were arrested and are facing charges, including one count of endangering the welfare of a child and several animal neglect charges.
A call from a concerned citizen sparked a welfare check of the unsafe home located along Woodland Road in Harmony Township. After an inspection,Local resident Amber Flees told CBS News she saw the scene unfold outside the home.
Officers soon arrested a mother and daughter, 27-year-old Emily Parrish and 51-year-old Victoria Parrish. The two are facing charges, including one count of endangering the welfare of a child, several animal neglect charges, and 20 counts of animal cruelty, according to reports.
