Or, do they have better plans? Yeah, so that's my question," Bicknell said whileBicknell said she thinks an accident at the bottom of a hill started a chain reaction of other crashes.
Northbound Interstate 17 was closed between Black Canyon City and Flagstaff. More than half a dozen other highways were also closed in spots because of the snow.
