India is now the world’s most populous country, and Modi’s trip to Washington comes amid increasing American efforts to isolate China economically and diplomatically. Modi became Prime Minister in 2014, addressed Congress for the first time in 2016, and was reëlected in 2019;identify him as the most popular leader on earth.
It’s a good question. Now, average per-capita G.D.P. growth over time tends to move slowly. But he’s a very good manager. He has very good people. Even state-owned companies are run better under Modi. Indian Railways, for example, is running much more efficiently, despite this terrible train crash. The 2G rollout that took place under Manmohan Singh’s government was just a total disaster and completely corrupt. The 4G rollout that Modi did was much better.
The reason I asked is that he does almost no events with real media—not ideal for a leader of a democratic country. Which maybe is a good segue into what you think is happening there on the democratic level. How bleak do you think the situation is? Yeah. And, look, I’m an Indian Muslim by origin. My father was a Muslim politician in India—which is very hard to do because, structurally, Indian Muslims are disempowered because the principle of Partition was that Muslim-majority areas became Pakistan. My father represented a political constituency that in those days was thirty-five-per-cent Muslim. And then, when you have a party that comes into power with an ideology of further disempowering you, it’s bad. And it’s very sad.
It’s his second address to a joint session of Congress. Look, I think the truth is India is a very big, important country. And, if you’re thinking about an Asia in which you are trying to construct a group of countries that are resistant to Chinese domination, you can’t do it without India. You can be morally pure about this, or you can say that there’s a larger purpose here being served. And the larger purpose of building broad ties with India is very important. Remember, Modi is elected.
But, broadly speaking, India’s and America’s strategic interests converge on this fundamental issue of the rise of China. So I think that, if you are expecting India to become your closest-like ally, that is not going to happen. But India is going to, I think, be a bulwark against a certain kind of Chinese expansionism or even economic domination. The Indians have already banned more Chinese technology than the U.S. has. They banned TikTok.
