The EPA said that Westlake’s flares routinely used too much steam for the past 13 years, reducing each flare's combustion efficiency and allowing more chemicals to escape. Improvements at Westlake’s facilities will reduce climate-warming emissions, smog-causing volatile organic compounds and cancer-causing benzene by around 51,000 tons per year, 2,258 tons per year and 65 tons per year, respectively, the EPA said.

The agency said Westlake agreed to monitor the air around its fencelines for benzene and post the results on a publicly available website for neighboring communities. "This settlement demonstrates that the are committed to addressing excessive and harmful air pollution from improperly operated petrochemical flares,” said Todd Kim, assistant attorney general for the DOJ’s environment division.
