A group of trainees at Joint Base San Antonio-Lackland nervously wait for their first chance to fire live rounds during basic training. Basic training was able to continue because of swift actions the Air Force took to ensure the safety of the trainees and instructors on March 11, 2021.Thomas described the past recruiting year as one with a stiff headwind that started in March 2020 with COVID and has continued with brisk civilian hiring over the past 12 months.

A tireless salesman for the Air Force, Thomas said it had “an unmatched value proposition” to young people but also “a record-high level of competition for America’s best and brightest.” That and a swirl of other troubles have roughed up overworked military recruiters throughout the armed services. Declining eligibility was part of the problem. Fewer than three in every 10 young people are fit to serve. Some issues center on failure to meet height and weight requirements, but there are also low scores on the Pentagon’s aptitude test, the Armed Services Vocational Aptitude Battery.
