The EPA regulations to limit smog-forming nitrogen oxide (NOX) and particulate matter (PM2.5) emissions from new heavy-duty trucks.
Many of the flaws in the last round of regulation have led to changes in the test procedures likely to be finalized by the end of 2022 to help tighten up the wiggle room granted to manufacturers.
In-use NOX emissions as measured on the NTE procedure are far below the total observed emissions, even when including idle , thanks to limits that throw out more than 90 percent of acquired data. This has led to emissions controls not working as intended and manufacturers not being held accountable for their exploitation of the tests.
As UCS assesses how well this new in-use program closes loopholes being exploited by manufacturers, one thing we will be examining closely in the final rule is the conformity factor, i.e. the wiggle room granted to a manufacturer , as well as the threshold limit above which non-compliance is determined .
