Texas consumers pay up while lawmakers reward natural gas industry and largest electricity users

So often at the Capitol, it’s not really about what laws our representatives are pursuing but which ones they do not. Texas’s GOP leadership has gone to great lengths to avoid regulating the industry that caused the 2021 blackouts that killed hundreds and made a $16 billion profit from them: intrastate natural gas pipelines.
Texas lightly regulates all pipelines that start and end within state lines, which exempts them from federal laws. Most of the pipelines are monopolies, leaving power plants and customers with no alternatives. Texas is also one of the few states that allow pipeline operators to own the gas in their lines, creating the potential to manipulate prices.
House Bill 4790 and Senate Bill 2110 would require intrastate pipelines to prove they are charging fair rates. House Bill 4984 and Senate Bill 2111 would require pipeline operators who break their contracts during an emergency to explain what happened to the Texas Railroad Commission, which regulates them. As recent winter storms have shown, there is currently no accountability.
