when Democrats — in the minority and feeling railroaded by the process — fled the Capitol on the last day of session to stop Republicans from passing a restrictive election law bill. A number of House Democrats later fled to Washington to further block the bill, but it was eventually passed and signed into law after multiple special sessions.

Fines would be $500 each day, and members would be prohibited from using money from their office account or from campaign funds to pay. During the 2021 quorum break, Democrats spent thousands on private flights out of Austin and on hotels in Washington. Beto O’Rourke, who later ran unsuccessfully for governor, helped raise more than $600,000 to help with those expenses. Given that some Democrats left Austin for about six weeks in 2021, they would have each accumulated about $20,000 in fines if the rule had been in effect.
