But a rider on the state budget lawmakers approved in May will provide $6.6 million over the next two years to make breakfast free for all public school students who qualify for “reduced price” meals. It survived Gov. Greg Abbott’s window to veto specific line items and became final June 18. In the 2022-23 school year, the first since the district began charging for meals again, the debt reached $24,000. The nutrition department had a fund to pay it off, created in part by three years worth of surplus lunch money donated by high school seniors who were on the positive side of the ledger as they graduated.
They include 38 of NEISD’s 68 campuses. The $24,000 owed for unpaid meals came from the other schools — a significant total but actually smaller than in pre-pandemic years, Glosson said, because more campuses now qualify under an expanded CEP. But next year the fund again likely won’t be enough, said Glosson, who was president of the Texas Association for Child Nutrition until 2022. The Legislature’s two-year commitment to fund more free breakfasts — including for 2,726 students at NEISD — will provide a cushion, she said.
