“Replacement ballots are not uncommon in any election and Texas law is very clear on how to handle these ballots and it prevents any person from voting twice,” he said in an email. “Historically, very few ballots are cast for write-in candidates and even fewer send their ballots back right away, so we think this issue only affects a very small handful of voters,” he toldThe replacement ballot includes instructions for voters: If the first ballot was not mailed, the second ballot should be used.
“I’m upset to the extent that I hate to think what other mistakes they might have made,” she said. “This may not be their only mistake. I would just feel a whole lot better if they had done it right to begin with, because then I would have felt more confident that they were in charge of the voting.”Garry Potts also received two ballots. He said the state Legislature has recently added unneeded complexities to the voting process when elections were secure to begin with.
