Gov. Josh Shapiro on Friday signed his second executive order that lays out his ethics reform plan that applies to his Cabinet officers and executive branch employees, including an integrity pledge and ethics training.

Gov. Josh Shapiro is introducing a sense of “reasonableness” into the gift ban he is imposing on employees who work under his jurisdiction.

Along with the gift ban, his three-part ethics package, effective immediately, also includes requiring Cabinet members and senior staff and employees who work in the governor’s office to sign anInitially, the pledge and training requirements will apply to 3,500 executive branch employees but Shapiro said it will expand from there.

Tom Wolf’s gift ban] is really, if you will, a return to reasonableness,” Fillman said. “The intent is to prevent improper influence, to prevent undue influence and nobody’s going to feel bribed over a bottle of water.”
