ROME—Rebecca Spitzmiller and her crew of mostly Italian friends cleared the garbage strewn about the entrance of one suburban subway station 32 times before throwing in the towel.

Armed with gloves and trash bags, the Cincinnati-born law professor and her pals scooped up empty beer bottles, and discarded food wrappers. Within days, the entrance to the Conca D’Oro station would be trashed again, and they finally gave up.
