Lake County authorities issued a warrant for Jarelle D. Brown, 28, of the 2200 block of Carmel Boulevard, after a grand jury issued indictments against him Wednesday.

Brown is charged in the collision that killed Cecilia Gutierrez-Ramos, 29, of Waukegan, and her eight-month-old son, Angel Gutierrez.

The collision happened at about 4:15 p.m. on Oct. 29 in Waukegan on North Green Bay Road, near the Atlantic Avenue intersection. Gutierrez-Ramos and the baby were passengers in a car that had driven onto Green Bay Road from a parking lot, and was struck broadside by an SUV being driven by Brown.

This week, authorities said Brown had cannabis in his system at the time of the collision, and he was driving in excess of 75 mph. Police said Brown has been made aware of the indictment and an accompanying bail that was set at $1 million, but he had yet to surrender to authorities Friday.
