With Democrats in control of the Senate and White House, there’s little chance any stand-alone Republican proposals in those areas will reach President Joe Biden’s desk.
One tactic they’ve used is to pass conservative versions of the spending bills and leave it to the Senate to re-write the legislation in a more middle-of-the-road fashion. Then the House passes that version over GOP objections, with the support of many Democrats. One person who agrees she’s up to the task is Rep. Henry Cuellar of Laredo, one of the most senior Democrats and the only Texan from his party on the committee.
Any time one party has a narrow majority, it means leaders have to thread the needle of balancing different internal factions. But the appropriations committee itself tends to be fairly bipartisan.
