Brenda Goss Andrews, president of the National Organization of Black Law Enforcement Executives, told The Associated Press she was struck by the immediate aggression from officers as soon as they got out of the car. “It just went to 100. ... Memphis Police had already implemented reforms after Floyd's killing, including a requirement to de-escalate or intervene if they saw others using excessive force.
