But your own reporting shows that many are habitual addicts who refuse all assistance. Others, drug-dependent or not, turn down clean, free shelter because they don’t want limits on their perceived freedoms. Solutions that avoid either extreme of mass roundups or laissez-faire proliferation aren’t low-hanging fruit. It doesn’t advance the discussion to lay the blame for a national dilemma at Todd Gloria’s door.
