That it will stand in a residential neighborhood less than 1,500 feet from a hospital seems of secondary concern to its backers. The audacity of the proposal and the spin Northwestern has put on it have undermined the community’s trust. But trust can be restored if the university sets aside plans for the live entertainment venue it wants and instead enters a meaningfulCBA is just one example.

Evanston officials should use their leverage over the development’s approval to require a CBA that addresses each of the community’s concerns, such as environmental hazards, minority hiring, investments in the community, noise, parking and traffic, payment in lieu of taxes and worker wages. Any backroom deal that fails to address these will be unacceptable.
