Gym owner Ian Smith, who is running for Congress, refused a breath test due to his mistrust of government, his campaign consultant says

“Ian has a distrust of government in New Jersey after being persecuted by the Governor and government agencies for two years,” Kush said in the statement. Smith did not return messages left Monday and Tuesday by NJ Advance Media.

A police officer pulled Smith over on Route 130 north and Andover Road at about 12:25 a.m. Sunday. He was later charged with driving under the influence, refusing to take a breath test, and four related charges: reckless driving, careless driving, failure to observe marked traffic lanes and delaying traffic.
