Republican Rep. Michelle Steel is tapping into Vietnamese voters' distrust of communist regimes.

The latest fracas is about campaign flyers Steel is sending to voters in Orange County's Little Saigon, the largest concentration of people of Vietnamese descent outside of Vietnam. Steel is attempting to tap into that community's distrust of communist regimes to give her an edge over Chen.
