Small and start\u002Dup outlets say the current bill — requiring that qualifying news outlets employ two or more journalists in Canada — leaves them out
Jen Gerson, co-founder of The Line, told the committee that her outlet is excluded from the qualified journalism organization criteria because it’s “owner-owned.”
The Line is part of a coalition representing more than 100 outlets that raised concerns about Bill C-18 in an open letter this spring. The letter warned that the bill “may exclude dozens of important news innovators by demanding employee thresholds that news startups often don’t reach until their 3rd or 4th year of operation.”Article content
Evan Jamison, president of the Alberta Weekly Newspapers Association, told the committee that there is a “significant concern” among the groups’ membership about how much support smaller publishers will get. Bill C-18 is supported by many larger news organizations, including Postmedia, which publishes the National Post. Paul Deegan, CEO of News Media Canada, an industry group representing newspaper and digital publishers, including Postmedia, said in an email the organization is in favour of amending the bill to “be more inclusive of the smallest publishers — many of who operate in rural areas of news poverty.
