The fight for a $234 million contract at Hobby Airport came down to two companies: Pappas-operated joint venture Four Families and New York-based CA One Services. When the scoring process came under deliberation and the city added rent, CA One came out on top. Sales projections from the companies’ proposals had CA One paying the city more than Four Families.
