Based on what Krillin witnesses during Dragon Ball, there's absolutely no excuse as to why Cell got as far as he did in Dragon Ball Z years later.
Although one of the most terrifying villains in DBZ, Cell relied quite heavily on the use of Solar Flare in various situations and succeeded in his endeavors as a result of it. But because of what Krillin learns in Dragon Ball and the number of times he's subjected to Cell's Solar Flare in DBZ, Krillin should have been Cell's downfall.
