Incoming City Council President Ron Salem wants the council to have its own adviser to make sure the city gets its 'fair share' from a stadium deal.

"I just can't at this point understand the revenue sources that might be in that stadium 10 or 20 years from now, and I want to make sure we're adequately prepared for that and have language in there so that we get our fair share," Salem said.

The Neighborhoods Committee favored an amendment requiring the city to seek proposals from qualified firms through a competitive process before choosing a firm. That requirement would eliminate any possibility of awarding a direct contract, which would be a faster process.said requesting proposals and evaluating them in a"fair and transparent way" would get the process started"on the right footing.

"It's going to take a long time," she said of negotiations."It's a huge ask and there's plenty of time, and because it's such a big ask, the council has the ability to tell the Jaguars to hold off until you hire someone." Alongside the negotiations over the design and cost of the stadium reconstruction, the Jaguars and the city would have related talks on extending the team's lease to use the city-owned stadium. The lease expires after the 2029-30 football season. A lease extension would spell out terms for revenue such as parking charges, stadium naming rights and concessions.
