Glenn O. Hawbaker in August 2021 pleaded no contest to four counts of theft that accused it of illegally diverting more than $20 million in pension money and other benefits from employees.
WILLIAMSPORT — A dispute between a major Pennsylvania highway contractor and its insurance carrier has landed in federal court.
Hawbaker contends the policy that took effect April 1, 2021, provides coverage for one criminal and two class action civil cases. Twin City says it does not and has denied coverage.and agreed to pay $20,696,453 to affected victims.One accuses Hawbaker of engaging in a systematic and clandestine scheme of wage abuse and wage and benefit shortages.
It also alleges Hawbaker may have made false representations in its application for the 2020 and 2021 policies. Hawbaker provided notice and sought coverage of the criminal action on April 16, 2021. It sought coverage for one of the civil class action suits on May 19, 2021, and the other on Oct. 14, 2021, Twin City says.
