Texas State Sen. One way to combat the chaos, official say, is to toughen penalties and add the business on the signs to the list of those who can be fined. Changing that in the state legislature, however, has been slow going. State Sen. Borris Miles, D-Houston, tried two years ago but his bill ran out of time.the changes will reach Gov. Greg Abbott's desk, resulting in fewer signs littering the streets.
