Texas State Sen. Borris Miles, D-Houston, shown here in August 2022, said he is optimistic his bill to increase penalties on those who post illegal signs in public rights of way, will pass this year's legislature. A similar bill failed to make it to the House floor two years ago.These days, one sign you're in Houston is the signs themselves. They're on the utility poles, in the grass medians and anywhere else they are likely to draw attention from drivers..

One way to combat the chaos, official say, is to toughen penalties and add the business on the signs to the list of those who can be fined. Changing that in the state legislature, however, has been slow going. State Sen. Borris Miles, D-Houston, tried two years ago but his bill ran out of time.the changes will reach Gov. Greg Abbott's desk, resulting in fewer signs littering the streets.
