Chairmanships are often decided by seniority, but Crenshaw, who has been in Congress for only two terms, is seen as a frontrunner for the role. Crenshaw is leaning on the border in his pitch to colleagues, which he is making in a one-minute video packed with clips of him in TV hits and in committee hearings along with scenes from the border. The video shows footage of Crenshaw climbing into a helicopter and talking to border patrol agents.
