Texas House lawmakers are slated to debate a bill Tuesday that would bar cities and counties from regulating entire industries and professions already controlled by state law, perhaps the most sweeping effort in Republicans’ years-long push to crack down on local governments., local regulations covering business, labor, property and other areas would be limited to what’s “explicitly authorized” in the state codes governing those topics.
Proponents say the bill would give businesses consistency — so they don’t face a “patchwork of regulations” from city to city — and ensure local officials don’t overstep beyond the powers granted them by the Legislature. Critics say the bill would quash commonplace local ordinances that merely happen to overlap with state codes, like limits on overgrown grass, and prevent local officials from doing what voters elected them to do.
The Republican-controlled Legislature has long waged war with cities and counties, spurred on by GOP state leaders like Gov. Greg Abbott, who once warned that Texas is being"California-ized" by local overregulation.
