The other is the Panther Island project, which includes economic development strategies for the district.

Stakeholders created the Trinity River Master Plan, designed to provide flood protection, recreation, scenic beauty and accessibility to the public. Over 200 meetings were held to receive public feedback.
Congress authorized the Corps to conduct a study to find a technically sound and environmentally acceptable solution. The Fort Worth City Council adopted form-based zoning and development standards for Panther Island, which rezoned the entire district to mixed-use.
