Licensing in New Jersey's largest city presents a landscape of piecemeal difficulties that are playing out all across the state.
Even though the application fee cost her $2,500, Newark cannabis business owner Shonda Morton said she spent more than $100,000 to apply for a permit to legally sell weed.
“The CRC made it where people like us could get in this industry,” Morton said. “But if the municipalities are not trying to see the same vision, how do we make it work?” Newark — the state’s largest city — through it’s Communication Office, said that the city has approved 10 licenses in total: two cultivators, one manufacturer, four retailers, a consumption lounge and two retail micrcobusinesses.

Morton and her team applied for a cannabis retail license in the city and found the process fraught with obstacles. She said Newark wanted to see upfront money for the business, the caveat being that many small cannabis businesses don’t become investable until they actually get municipal approval.In late October, NJ Advance Media reached out to the City of Newark’s Communication Office about how the municipality was licensing weed businesses. The office replied roughly 30 days later. City officials would not say when the application would open back up again.
