Those concerts would consist of a single headliner and multiple opening acts. They would also use a portion of Outside Lands' infrastructure to minimize the impact on Golden Gate Park. The City's reinvention of public spaces is part of Breed's Roadmap to Downtown San Francisco's Future plan, which aims to transform downtown into a destination for locals and tourists alike as office workers have shifted to remote or hybrid work due to the pandemic.
