Four Columbus police deputy chiefs will leave the department in early January. Each will receive a buyout of $500,000.

The Department of Public Safety confirmed that Deputy Chiefs Tim Becker, Jen Knight, Ken Kuebler and Thomas Quinlan will leave the second week of January as part of a voluntary severance program. Kuebler and Knight's last days will be Jan. 9 and Becker and Quinlan will depart on Jan. 13.The city offered a $500,000 buyout to the deputy chiefs after an earlier offer of $300,000 was rejected.

Becker, Quinlan, Kuebler and Knight all declined to comment about their decision to accept the voluntary severance.. Council has not yet approved the additional funds for the final voluntary severance program.The Department of Public Safety said all four deputy chief positions will be filled and applications are currently being accepted. In accordance with the city's collective bargaining agreement, the deputy chiefs will be chosen from the commander ranks within the division.

Commanders will then be replaced by lieutenants, who will in turn be replaced by sergeants. The Division of Police said there are currently 50 lieutenants, eight shy of the total amount budgeted for, and 210 sergeants, 19 short of the 229 allotted by the department's budgeted strength. Becker, 56, has been a part of the division for 34 years, the longest serving of the four deputy chiefs who are departing. Quinlan, 56, has worked in the division for 33 years. Knight, 55, and Kuebler, 50, have 26 and 28 years of experience, respectively.. A decision about that position is expected before Christmas.

As a condition of accepting the buyout, Kuebler cannot receive financial gain but does not have to formally dismiss a complaint filed with the Ohio Civil Rights Commission against the division. The complaint was closed by the commission in November and forwarded to the federal Equal Employment Opportunity Commission for investigation.against Mayor Andrew J. Ginther, police Chief Elaine Bryant and the city. As of Friday, the case was still listed as pending in the Southern District of Ohio.
