Pradel Delinois and Ornelie Charles are accused of child abuse and neglect after the girl died of injuries related to blunt force trauma, police said.
Both live in a home in the 5100 block of Cumberland Street in Capitol Heights, a town on the border of Maryland and the District.
Officers with the Capitol Heights Police Department were called to the Cumberland Street home at about 11 p.m. on Aug. 18 to assist medical responders who had received a 911 call about an unresponsive child. Officials rushed her to a hospital in the District, police said, where she was pronounced dead.Pradeline had a scratch above her left eye, was severely underweight and wearing a soiled diaper when she arrived at the hospital, according to court records.
