Evanston officials and residents want Northwestern University to start making payments to be used like property taxes, citing a proposed rebuild and new commercial uses for Ryan Field amid ongoing concerns about affordability of the cost of living in town.

They say Northwestern, a tax-exempt entity, should follow Yale University and Dartmouth College’s lead to pay to support local governments funded by property taxes. Councilmember Claire Kelly proposed creating a task force to explore establishing what is known as a payment in lieu of tax, or PILOT, program for the city’s largest nonprofits — including the university and hospitals.“The harm that does to the city has to be reconciled with and we must address it,” Kelly said.

Kelly said her proposed PILOT task force would be the first step toward eventually receiving contributions from large tax-exempt organizations. The task force would consist of at least two City Council members, Evanston’s policy coordinator, an Equity and Empowerment Commission representative and a Finance and Budget Committee representative.

The PILOT program’s core principles would include transparency, voluntary participation, real estate-based contributions and a phased introduction, according to Kelly’s proposal. The task force would determine the program’s details before sending its full proposal to City Council.
