DUBLIN — A brewing scandal in Dublin grew more heated this week, as some residents and teachers called for an independent investigation into three school board members accused of working behind the scenes to oust another board member during a redistricting process earlier this year.
The decision to support the map by the three members, who all represent the eastern portion of Dublin, ultimately placed the two west side representatives — Kristin Pelham and Megan Rouse — into the same district for the upcoming elections, which would force them to run against each other for one seat in 2024.
The texts came to light after parent and district employee Mary Washington posted screenshots from the board members’ text conversations on her Facebook account, saying that Carey and a few other residents were swaying board members’ decisions. SomeWashington obtained the screenshots from the district through a public records request.
He said that three board members — a quorum or majority of the board — would have to either be directly communicating with each other on the subject, or communicating through a third party, known as a “serial meeting,” in order to violate the Brown Act. And while he said it appeared some texts between a board member and the public took place during a board meeting, he said the Brown Act is “silent” on whether that is a problem.
“While the written evidence may not show a violation of the Brown Act as a technical legal matter … that doesn’t make it right. Getting right up to the edge is not a good enough standard. It is not where our board should operate,” she said.
