The cell phone footage shows the 59-year-old man, identified by cops as Richard Moncrieffe, sitting on the front steps of First Presbyterian Church on 164th Street in Jamaica around 3:45 p.m. Thursday as a cop car roll up.
As officers run up to the church with guns drawn, Moncrieffe erratically waves his hands in the air, jumps down the steps, and appears to run toward cops while screaming something inaudible, the video shows.It appears from the shaking cell phone footage that Moncrieffe had something in his right hand, which he waves at officers — but it could not be made out clearly in the video.
