HB 2127, which Abbott signed June 14, bars localities from passing certain laws if they contradict state law. Specifically,— including ones already in effect — if the local rules involve agriculture, business and commerce, finance, insurance, labor, local government, natural resources, occupations or property.
Democrats and progressive activists say the law endangers protections for workers and the environment, along with other measures in liberal-leaning areas of the state. Austin’s NPR station, KUT, recentlythat are most likely to be affected when the law takes effect Sept. 1, including mandatory breaks for construction workers in Austin and Dallas after a spate of heat-related deaths; housing protections related to evictions; and regulations meant to discourage predatory lending.
