Dallas finally has a plan to deal with donation box litter | Opinion
Residents can file 311 complaints, but only property owners can remove boxes present outside businesses on their land. Boxes often collect junk for weeks at a time, and there is little recourse for neighbors.A major area of concern has been getting in contact with box owners, who sometimes leave the boxes without information about how to get in touch with the person or group managing a box. The registration process in the proposed ordinance would address that issue.
The ordinance would create requirements for box owners to obtain a permit for each box and pay an application fee of $248 — also charged yearly to maintain registration — and produce a signed letter from property owners giving permission to place them. The city policy would require weekly pickups of donated items, prohibit the placement of more than two boxes within 1,100 feet of each other, cap their size and ban box placement in areas zoned for residential use. The ordinance would also prohibit placing boxes within visibility triangles — areas of intersections that need to be clear of obstruction so that drivers can see oncoming traffic.
It’s important to make sure the operators of donation boxes are well-informed about the change once the council adopts an ordinance. The council should act quickly now that it has finally been handed a draft policy.
