The City of Dallas is suing St. John Missionary Baptist Church and Germaud “Bossman Bubba” Lyons for hosting an outside concert without a permit. A shooting at that concert claimed the life of one person. The City of Dallas says 11 people were shot total.

Lyons is accused of hosting many other parties without the proper authorization from officials, according to the lawsuit. He and St. John Missionary could face injunctive relief and civil penalties. Lyons marketed the event to be a “fun and safe space,” saying he had 60 security personnel, metal detectors and a bag prohibition. However, the lawsuit said information collected showed otherwise, regarding his claims of safety measures. The off-duty officers that were hired to secure the event left an hour before the shooting, according to officials. The city said the party was supposed to have a special event permit, meeting Section 42A-12 of the Dallas City Code.
