CNN has geolocated the image and confirmed it is of the theater. Videos showed a fire raging in the theater's ruins. The number of casualties is unknown, authorities said.US President Joe Biden calledon Wednesday as Russia intensifies its attack on Ukraine."I think he is a war criminal," Biden said. Biden’s designation reflects a shift from the administration’s previous stance.
