Authorization of the CARE Act means mental health and substance use disorder services for severely impaired Californians who are transient and homeless. Gov. Newsom and other state leaders hope that this will help remedy encampment issues. More info:

SAN DIEGO – On Dec. 2 Gov, Newsom joined local and state leaders to discuss the implementation of the Community Assistance, Recovery and Empowerment Act, or CARE Act.

Typically, these impaired individuals would endure homelessness and incarceration without treatment. Newsom plans to change this, however this process has been tricky in the past due to California laws that prohibit “forced” treatment. On Wednesday, Nov. 30 after spending two weeks at various shelter sites, these unsheltered individuals were returned to Golden Hall.
