The upcoming fourth Captain America film has been retitled Brave New World, begging the question of what this means for the film’s story.
The new title of Sam Wilson's next journey - Captain America: Brave New World - could tease a big comic story for the MCU. Originally announced at San Diego as Captain America: New World Order, the project was set to continue the story of Sam Wilson. After coming to terms with taking on the mantle of Captain America during The Falcon and the Winter Soldier, Captain America: New World Order was set to explore exactly what awaited the new Cap in his first solo outing.
When concerning the title of Brave New World specifically, there was a miniseries of comics tied to the "Secret Empire" event, titled "Secret Empire: Brave New World". This miniseries consisted of five comic books, with each highlighting a different group of heroes from the Marvel Comics universe. Each story detailed how their individual lives were impacted by HYDRA's takeover and the loss of Steve Rogers as an ally.
To this end, a HYDRA Cap would feel too similar to Bucky’s character from Captain America: The Winter Soldier, meaning a somewhat rehashed story point would not serve as a good enough reason to convince Evans to return. Also, the villains of the film have already been confirmed as The Leader and Thunderbolt Ross. That being said, The Leader and Ross could certainly link to HYDRA, whose presence could make a resurgence in the MCU for Sam to deal with even if not through HYDRA Captain America.
