“My time in Ogdensburg made me think that infrastructure spending isn’t inherently wasteful,” Adam Davidson writes. “The problem is that we spend this kind of fundamental infrastructure money too infrequently, too chaotically.”

” that calls for $1.2 trillion in spending. Republicans rejected the “soft” parts of Biden’s original infrastructure plan—especially those calling for more social spending—but politicians in both parties embraced the kind of spending that would transform Ogdensburg: repairing and enhancing roads, bridges, and other physical infrastructure. The bipartisan package would be one of the largest and most ambitious federal infrastructure spending ever.

The ugliness that has taken over our national politics, though, is also in full form here. Elise Stefanik, the area’s congresswoman, recently became the third-most powerful Republican in the House, and she has long advocated for infrastructure spending in her district. But after Biden formally presented his infrastructure bill during an address to Congress, Stefanik derided his entire agenda as “radical mandates from the Far-Left of the Democrat Party.

Ogdensburg’s tenuous state became more untenable in 2019 after the New York State Financial Restructuring Board for Local Governments issued its report saying the city would be bankrupt within four years. It has some of the highest tax rates in the state of New York, which means some of the highest municipal rates in the country. Yet, because the housing stock is valued so low, those taxes didn’t collect enough to pay the town’s bills.
