Operating revenues are projected to total $6.4 billion, an increase of $467 million, or 8%, compared to 2022. Overall, the increase is driven by aviation revenues resulting from the ongoing passenger recovery. Revenues also reflect some lease rental increases, revenues at the World Trade Center campus, and the toll increase. Airport passenger facility charges total $369 million, with a projected 2023 increase of $183 million or 98% compared to 2022.
Capital spending totals $2.9 billion in the 2023 budget, an increase of $719 million, or 33% versus the 2022 plan.
