Aiming for a June opening, San Diego officials are digging holes for bollards and working with MTS on compromises for bus routes that serve neighborhoods of color.

Transit officials also express strong support for the promenade concept, but they are lobbying the city to limit the damage to local bus service by shrinking the plaza by several blocks or exempting buses from its vehicle ban.

Bicycles and scooters are allowed, but scooters are limited to a maximum speed of 5 mph by a technology called geofencing. Planners for the Metropolitan Transit System say the promenade will seriously damage two popular bus routes that use Fifth Avenue and together carry 7,500 total passengers on a typical weekday.

Route 120, which runs from Horton Plaza to the Kearny Mesa Transit Center, serves multiple hospitals and Fashion Valley, downtown, Hillcrest and Linda Vista. These makeshift bike-rack barricades would be replaced by bollards with the creation of the Gaslamp promenade. Trimble, the Gaslamp official, said the cost difference would be significant because retractable bollards cost roughly $30,000 each and manually installed bollards cost about $500 each.
