A controversy surrounding funding for the four state-related universities that was a sticking point in the House was overcome by stripping out language that attached funding to a ban on research that used fetal tissue from elective abortions.

Funding for Penn State, Pitt, Lincoln and Temple universities would remain at current levels for the coming academic year under budget legislation that passed the state House of Representatives on Wednesday.

Both chambers are expected to begin voting Thursday morning on other pieces of the budget package totaling about $42 billion – or about $3.5 billion more than last year. The spending plan also will distribute the remaining $2.2 billion in federal American Rescue Plan money. However, lawmakers and those familiar with the talks have over the past few days shared that it includes a historic increase in funding for preK-12 education likely to top $1 billion and a hefty boost in funding for environmental programs. It also will provide for more money for nursing homes, county-administered mental health counseling programs, child care subsidies, and property tax and rent rebates.

She declined comment on the Senate Republican majority’s appetite for providing no increase in funding for Penn State, Pitt, Temple and Lincoln universities despite the state ending the last fiscal year with $6.2 billion more than anticipated. When those bills were brought up for a vote on the House floor, the bill that funds the universities passed by a 145-55 vote. The separate unrelated bill that included the ban on fetal tissue research also passed by a 109-91 vote.
