EnLink reported an estimated $1.3 million in losses and damages related to the spill. Tate Owen, Midland County public information officer, said the spill had not been reported to the county’s environmental unit.Pipeline safety groups and oil and gas watchdog organizations said the spill represents broader problems with the pipeline industry and how it is regulated.
